Stroke - 100 minute wait for ambulance

Mother had a stroke on Christmas Day. I followed the FAST test and called 999 immediately. I was held in a queue. The ambulance then took around 100 minutes to arrive, another 25 minutes to stabilise her, another 20 odd minutes to get to hospital, + admission time. She needed Thrombolysis with Alteplase which should be administered within 3 hours of a stroke for maximum effect. Mother got hers around 4hrs 15 minutes later.
