Poor treatment of 81 year old, causing extension of illness

Hi - my mother became ill two weeks ago, with a high fever, dry cough and pains in her legs and arms. My father called Bridge Street surgery at 8am, and was told he'd get a call back later that day. No call came, and by mid-afternoon, he realised the surgery had instead sent a text message to my mother's phone - which understandably she had not seen. The message simply said "if your symptoms persist, call 111". By late evening her symptoms were worse. My father took her to hospital, where they were told there would be a 7 hour wait. They came home. The following day he called the GP surgery again, this time getting an in-person appointment after explaining exactly how ill she now was. The GP diagnosed flu and a chest infection, prescribing antibiotics. Only days later did I discover that the antibiotics course was a half course. The chest infection was clearly still there by the end of the course, and had started to get worse again. My father called the GP surgery again, and was told they'd have to make another in-person appointment before a new course could be prescribed, despite being able to hear her coughing down the phone line. Whether this is due to cost-cutting, negligence or incompetence, the lack of care, attention and resource my mother has received has prolonged her illness, weakened her and could have had an even worse outcome.
