Excuses for poor service wearing thin

For weeks there have been statements about extreme staff shortages and to use only for emergencies. I have waited patiently but now after half an hour enduring the telephone waiting system to request a very necessary face to face (I.e. a normal GP consultation) I am told that I can see a locum doctor or a telephone triage when I had already stated that I need a doctor to look at my feet. As this is in connection with a known diagnosis whose referral and investigation was downgraded to telephone during the pandemic this is ridiculous. I am frightened by this lack of care.
