Charge to send information to College

My son has Aspergers and the College asked for information about his diagnosis to be obtained from his doctor. I had to make an appointment which took several days. Then the call was not received at the time stated which caused him undue stress. When we finally managed to speak to the Doctor we were told we would be charged for the information to be sent to the College. My son is 17 and I do not understand why either he or I should have to pay for this.
