Infection Control Issue

Had a blood test with HCA , the entire process could be improved although only one thing is exceptionally bad. I was 10 minutes late in, which normally I don't mind but when you see the person messing around, talking etc, slightly frustrating. I was called into the room and there was no introduction to who he was or what he was doing, just what arm would you prefer? The main issue however was that the site of access was not cleaned before entry was gained. As a registered health care professional myself, I obtain IV access and recognise this is poor practice, this must be resolved. Like most, I am not the biggest fan of needles so choose to look away during the process, which is why I had no say in why the site was not cleaned before entry; before I knew it, the needle had gone in. Please address this infection control issue. Many thanks.
