Difficulties accessing NHS dentist

I am having difficulties in accessing an NHS dentist in Norfolk as it seems non are taking on new patients. I have had private dentist service in the past but can no longer afford this due to rising cost & level of treatment needed. I am now needing urgent work to be carried out but it seems emergency service due not pick up phone & when they do I am told that my need is not serious enough!
