Good but concerned people smoke outside

The hospital is meant to be smoke free but people keep lighting up outside the hospital. My husband has COPD and even the E-cigs effect him. It's not their fault in a way, there's no security guard around to enforce the no smoking policy. I've mentioned it to people before but I get a bad response from them. Other than that, it's very good here at the hospital. My procedure didn't happen today though, the doctor I was seeing in dermatology had a day off and I was told to come back again. The most important thing to me is having confidence in the hospital. There aren't any improvements I can thing off, other than the smoking.
