Not supporting patient choice

The CCG aren't supportive when patients have a legal right to choose where they are referred to. There's no information on their website about patient choice, they haven't published any policies about it. They haven't published their Choice Quality Assurance Framework and don't seem to be fulfilling many of their duties within it either even though this seems to be a legal requirement? There doesn't seem to be any engagement with the public about patient choice, and or with GPs who seem to have poor knowledge as well. It's tricky to know how to effectively make a complaint as the information on their website is limited. It says to call or email due to Covid but when you call it says they can't take phone calls because of Covid. Not everyone will be able to make a complaint via email so it doesn't seem acceptable this is the only method at the moment. Even when you do email, it doesn't seem to be dealt with promptly. I emailed a complaint three weeks ago and had a quick acknowledgement response but I've had no response to my actual complaint - without a published policy about complaints I don't know how long they are supposed to have to reply.
