Problems with communications &personal budget

I have had three main problems with the Continuing Healthcare service. I use a personal budget, which hasn't kept pace with cost of living increases. This makes it impossible for me to find people to employ as personal assistants. The going rate for them is £15 per hour in my area, but the budget will only pay £12.50 per hour. Also, there has been no increase in funding for respite care for six years, and Park House, the respite centre for people with neurological conditions was closed down, meaning that we have to use a centre which is far away and very expensive. Communications have also not been good. I didn't have an annual review for two years, and when you ask people to get back to you, they often don't. I wish they would be honest about the situation, and what is actually going to be possible with the money that is available. Rather than telling me that they will get back to me with a solution and then never hearing anything. They have also stopped the group meetings for people who are using personal budgets, which means there is no support network there, and it is very isolating. The idea of personal budgets is very good, but in practice, it is not working. They also don't seem to co-produce their decisions any more, which they did in the beginning.
