    Eligibility for carer's assessment

My father is suffering with cancer and has been in hospital for 3 weeks. My father is also a full-time carer for his wife who has motor neuron disease. I had to take 3 weeks off work to care for my mother whist my father is in hospital. I have been advised by Norfolk County Council that I am not eligible for a carer's assessment whilst my father is still in hospital because he is under the health care system. Hopefully, I will be able to go through the assessment procedure when he is discharged. I so think options around social care could be made clearer.
