Inconsistent care service

My husband has Parkinson's and requires daily care visits. I am a qualified carer but I am not eligible for a carer's allowance due to my British residence status, which I am re-applying for soon. This means that the county council sends in carers three times a day. I don't think the care has been good enough, although it is improving. A different carer comes in every time, some of them can't cook and do the washing properly. Some of the young female carers wear very inappropriate clothing, which is tight and see through. If a carer visits and is due for a thirty minute slot, then we expect them to stay for thirty minutes, regardless of what needs doing. Even if they stay and have a chat for a little while. The quickest visit was seven minutes for a forty-five minute slot. When you start receiving care visits, you receive a care plan. I returned their care plan because it had someone else's name on pages throughout the document, meaning they had copied someone else's care plan and not read through and checked it. This is a very inconsistent service, although I acknowledge that they are trying to address some of the issues.
