Adult social services

My son suffers from cerebral palsy so we have quite a bit of dealings with Adult Social Services. Once you get through the system they're generally pretty good. He was meant to have his annual review in November though and 6 months later we're still waiting. His condition hasn't changed so it doesn't really matter if the outcome will stay the same but why call it an 'annual review' if you're not going to do it annually. Why not just make it bi-annual! Personal Health Budgets (PHB) used to be managed by the council but in the last couple of years it has been changed and you now get the money and have to organise your own care. I think it might be going back into the council? and that is definitely where it should sit. There needs to be more literature on what you can spend your PHB on, respite, social activities etc. We are pretty competent, computer savvy etc. but I imagine some people must really struggle. PHB effectively makes my son an employer. You have to sort out payroll for the carers, pension schemes etc. You've got enough to worry about with your family's health nevermind all of this and further worries about whether you are complying with the law. There definitely needs to be more information to help with this but it would be much easier if the council just provided it. Processes for approving/arranging things need to be quicker too. My son's special toilet chair broke and it took 3 months to sort out!
