Seemingly obtuse and unhelpful reception staff

I'm really not sure what to say here; I've been liasing with this service for many years on behalf of my aged parents, whose needs are complex but not extreme. When a doctor or "clinician" is finally contacted the service is OK but not great and there is no sense of anyone looking out for almost 90-year old patients. It doesn't seem to be possible for the staff to act upon their initiative. Generally I will try to save time by calling on the phone rather than booking appointments however there seems to be a big disconnect between all the communication networks including the supposed link across the services county-wide. It is the admin and front-of-house that is the main problem but often times I don't feel there is much care coming from the GP or clinician and feel rushed.
