Delayed discharge or negligent social service

Admitted with a UTI due to poor care of a catheter in the community, eventually sorted and ready for discharge but then Norfolk County Council apparently STOPPED a funded care package that the individual relies on at home! They tried to BULLY the person to go into a hospice!! Not a palliative care patient, just one who wants to go home. So, bed blocking? Delayed discharge? Yes and Yes. What on earth is Norfolk social services playing at? Apart from imprisoning someone on a ward?
