Can't get an appointment

My wife has had abdominal pains for several weeks. 2 seperate urine tests have confirmed she has blood in her urine in concentrations that are of concern. In a phone consultation with a Doctor it is suspected that she has kidney stones but rather than booking an appointment she was told to phone in the next morning for a same day emergency appointment. Despite trying daily she either can't get through due to the line being constantly engaged or she is told no appointments are available. Do we have to wait until she gets a kidney stone infection before she can see a Doctor?
